Founder Tom Jacobson is a former Montana State Senator who spent a decade in the legislature before launching High Country Strategies. He also led Rural Dynamics, Inc. — one of Montana's most impactful statewide nonprofits — for 20 years. That depth of experience, legislative, organizational, and community, is what clients put to work.

Tom Jacobson served ten years in the Montana Legislature — first in the House, then the Senate — sponsoring bipartisan legislation on public lands, consumer protection, earned income tax credits, affordable housing, and agricultural diversification.
Before founding High Country Strategies, Tom served as Executive Director of Rural Dynamics, Inc. for 20 years, overseeing a statewide organization serving 40 Montana communities including six tribal nations. He manages business partnerships in downtown Great Falls and has served on boards including Alluvion Healthcare, NeighborWorks Montana, and the MSU Great Falls College Foundation.
